Consider empty environment variables as set
...
When assigning values to flags (also when interogatting via
`context.(Global)IsSet`.
For boolean flags, consider empty as `false`.
Using `syscall.Getenv` rather than `os.LookupEnv` in order to support
older Golang versions.
