Robert Liebowitz 80ba835e26 Update GitHub action 
Bump go version to 1.16 and drop the codecov token, which is now
documented as not required for public repositories.

Joe Gregorio d5643c884a Fix workflows/cli.yml. 
The ::set-env and ::add-path commands no longer work and need to
to be replaced. See:
